The Role
Reporting to the Director, Facilities, the Manager, Campus Planning and Developmentwill participate in the planning, implementation and future renewal of the College's strategic Campus Master Plans in alignment with the College's initiatives to continually enhance responsive learning environments and develop relevant and innovative programs. They will be responsible for strengthening and implementing major capital project governance, policies and procedures and project managing new capital construction. The Manager Campus Planning and Development will manage new capital investment budgets and oversee the work of external contractors and collaboration with internal stakeholders on assigned projects.
Responsibilities
New Campus Development
• Participates in the planning, implementation and future renewal of Douglas College's Campus Master Plans for physical facilities to support the College's mission and vision; directs the translation of spatial and capital plans into physical designs capable of being constructed on campus to meet user needs, the College's financial constraints, governmental regulations, by-laws, and codes.
• Supports the Director, Facilities and the College's senior administration in developing infrastructure design standards.
• Maintains ongoing control of new capital construction projects from initial planning to completion; advises senior administration on project progress and significant deviations or problems with schedules, budgets, and legal issues.
• Project manages new capital construction and the implementation of the College's strategic campus plans.
• Collaborates with the Associate Director, Facilities Operations to ensure the delivery of new campus development for all campuses.
• Liaises with senior administrators and policy makers to establish priorities for future campus growth.
• Leads the development and in collaboration with the department, establishes capital asset management frameworks, updates related policies and procedures, creates a culture of continuous improvement in support of all planning and campus renewal and development projects.
• Incorporates the methodologies and practices of enterprise risk management. Anticipates and applies analyses to risks. Conceptualizes risk mitigation and other recommendations to meet project objectives.
• Prepares project funding requests, and capital financial and project status reporting requirements to the Ministry of Post-Secondary Education and Future Skills (the Ministry).
• Includes the College's sustainability goals and incorporate smart campus systems into projects.
• Organizes relevant committees including providing agenda materials and reports on project progress.
• Develops a strong network of contacts including sector peers, contractors, and consultants.
Contract Negotiation and Management
• In collaboration with the Manager Supply Chain, Director Facilities, Associate Vice President Facilities and Sustainability and CFO , participates in the development of RFPs, contracts, and related negotiations.
• Ensures all contracts comply with College policies and procedures.
• Represents interests of all internal stakeholder groups in contractual relationships with third parties, in the negotiation of contracts, ensures liabilities and risk are identified and that insurance coverage is adequate.
HR Management
• Responsible for day to day direction of assigned staff, including orientation, coaching and guidance, evaluation of work quality, leave approvals, performance management and, where necessary, the discipline process.
• Assesses staffing requirements and recommends new positions, modification of existing positions and changes to the staff complement.
• Ensures policies and collective agreements are adhered to and serves as a resource for matters relating to policy, procedures, and governance.
• Oversees the work of external contractors and collaborates with internal stakeholders on assigned projects.
Administration and Financial Management
• Project manages the capital investments budget within College objectives and guidelines.
• Ensures modern business practices and digital technologies are used to optimize resources and contribute to the overall functioning of services.
• Participates in the departmental budget planning process and participates in the reconciliation of project budgets with the Finance department at project milestones, periodic reporting and at year end.
• Prepares and manages assigned capital project budgets including capital project funding requests to the Ministry.
Strategic Campus Planning & Preparation of Business Cases
• Works in support of the College's strategic plans. Collaborates with College peers, Director Facilities, and senior administration towards goals and objectives.
• Brings foresight of new construction standards, design and materials innovation with consideration of College safety, wellness, and effective learning and work environments.
• Prepares concept and full business cases as assigned; conducts analyses, examines cost variables and market conditions for the preparation of reports, analyses, and proposals for internal view and appropriate for submission to government agencies.
Decision Making
• Exercises initiative and judgement in all work activities, to develop and recommend appropriate policy and procedure amendments and refers to the Director, Facilities, AVP , Facilities and Sustainability and the VP, Administrative Services and CFO when in doubt or for confirmation.
• Refers recommendations regarding major changes in policy, budget expenditures, resource allocations and decisions outside of the scope of established policies to the Director, Facilities.
Other
• Actively models the Douglas College Core Competencies.
To Be Successful in this Role You Will Need
The successful candidate will have, at a minimum:
• A Bachelor's degree in engineering, architecture, construction management, project management, or a combination of education and experience. An MBA would be an asset.
• At least seven years' related experience including a demonstrated track record with the complexities of major capital planning and project management in an institutional setting.
• Extensive knowledge of the principles of facilities planning, design, and construction of complex building types, and project management systems; excellent knowledge of building codes/applicable regulations.
• A professional designation in a related field would be an asset; PMP certification is preferred.
• Demonstrated knowledge and understanding of the Ministry's capital asset reference guide and capital asset management framework.
• Excellent knowledge of regulatory and contractual requirements related to construction, consultants, financial/HR management and good knowledge of IT applications related to facilities planning and development.
• Knowledge of sustainability principles, practices, and reporting frameworks.
• Some knowledge of post secondary organizational structures and administrative policies.
• Excellent communication skills (oral, written, and presentation).
• Excellent problem solving and planning skills. Strong financial management and analytical skills.
• Demonstrates a sensitivity and awareness of divergent perspectives, and an ability to collaborate across departments and provide leadership that creates excellence in the delivery of services to the College community and with its external partners.

The Role
