Job Summary

The Team
The Health Sector Information, Analysis and Reporting Division (HSIAR) sets the foundation for the delivery of high-quality health sector information, analytics and reporting. The Division leads key information management functions including data stewardship, governance, security, access, analytics and reporting, quality assurance, performance measurement and evaluations functions. The Performance, Partnerships and Methodologies Branch consists of four teams and over 50 staff that build methodologies, develop studies, and create reports on the health of the B.C. population and overall health system performance. This position is part of the System Reporting and Population Health Analytics team, a compassionate and diverse group dedicated to supporting health system performance and population health analysis. The Role
The Data Scientist is part of the System Reporting and Population Health Analytics team, which produces the Ministry's sector-level reporting of health system performance and leads analytic projects on performance and population health. This position provides expertise on survey data analysis and leads projects that involve linking survey and administrative health data for large scale, complex projects in support of Ministry and health sector priorities. This position applies expert advice and knowledge pertaining to all overarching data science to unique business scenarios.

Qualifications:
Education and Experience Requirements
  • Master's degree in Health Information Science, Data Science, Statistics, Mathematics, or other relevant specialty field as designated by program requirement, AND 2 years of *related experience; OR
  • Bachelor's degree in Health Information Science, Data Science, Statistics, Mathematics, or other relevant specialty field as designated by program requirement, AND 3 years of *related experience; OR
  • Diploma in Health Information Science, Data Science, Statistics, Mathematics, or other relevant specialty field as designated by program requirements, AND 4 years of *related experience; OR
  • Certification from a recognized institution in Health Information Science, Data Science, Statistics, Mathematics, or other relevant specialty field as designated by program requirements AND 5 years of *related experience; OR
  • An equivalent combination of education and experience may be considered.

*Related experience includes the following:
  • Experience at leveraging diverse data sources to conduct quantitative analysis.
  • Experience working with survey data.
  • Experience determining appropriate use of various statistical methods for data analysis.
  • Experience with analytical software (e.g. SAS, SQL, R or Python) writing computer programs to extract and manipulate data.
  • Experience creating and delivering executive-level presentations for the purpose of decision making.
