About Kitsumkalum Band

The Kitsumkalum Indian Band is a Tribe proper of the Tsimshian Nation, with core tribal territories in the Kitsumkalum River and Zymagotitz River Watersheds with various other sites in the lower Skeena River and along the North Coast of British Columbia.

The vibrant, contemporary community of Kitsumkalum is located on the outskirts of the City of Terrace on the right bank of the Kitsumkalum River. The current population of Kitsumkalum is 722, with 256 living on reserve.

The community consists of 110 homes, and a group of offices that oversees administration, economic development, and resource management. Kitsumkalum is complete with all the amenities including a health centre, middle school, day care, fire hall, community hall, and various shops and services.

About the Opportunity

Kitsumkalum Band is looking for a full-time Chief Financial Officer (CFO) based in Terrace, BC.

Reporting to the Band Manager, you will play a pivotal role in the day-to-day management of the financial systems of the Band.

In this position, you will be primarily responsible for ensuring the effective design and operation of financial administration systems, policies, procedures, and internal controls.

More specifically, your responsibilities include but are not limited to:

  • Administering and maintaining the accounts of the Band
  • Preparing draft annual budgets and various financial reports
  • Monitoring compliance with financial obligations and funding agreements
  • Supervising the preparation and maintenance of financial records
  • Developing procedures for the safeguarding of assets
  • Evaluating financial administration systems and recommending improvements
  • Ensuring compliance with all financial aspects of the Band’s legal obligations
  • Building financial management strategies to optimize own source revenues

About You

To qualify, you will need a post-secondary degree in Accounting or an equivalent field, and a Chartered Professional Accounting Designation (CPA, CA, CMA, CGA), with 7+ years of experience in financial management ideally within a First Nations community or similar context. A combination of education and experience will be considered. A valid Class 5 BC Driver's License is also required.

Additionally, the following skills and background will be highly valued:

  • Proficiency in full-cycle bookkeeping with demonstrated capability to prepare for audits and close year-end reports
  • Experience developing financial administration by-laws and policies, ensuring adherence to Generally Accepted Accounting Principles (GAAP)
  • Understanding of federal and provincial processes related to finance and treaty negotiations, crucial for effective management in First Nations contexts
  • Solid financial background with experience in First Nations communities, enhancing the ability to work effectively with Indigenous people
  • Proven leadership skills to manage, oversee, and develop a diverse staff, leveraging team capacities
  • Advanced proficiency with Excel and Word, with knowledge of Sage 50 and Sage 300 considered an asset
  • Cultural competence, with a deep understanding of First Nations traditions and practices, valued for fostering community relations
