Job Summary

The Team
The SIR (Southern Interior Region) Property Services team, based in Kamloops, consists of eight dedicated members who work closely with regional executives, districts, engineering teams, project delivery groups, and the Property Land Management Branch. This established team focuses on acquiring property for regional projects, securing tenure, and maintaining comprehensive records of property assets, ensuring transportation networks remain safe, efficient, and reliable. Collaboration is at the heart of the team's efforts, driving continuous improvement in processes and fostering a deep understanding of property management within the ministry.

The Role
The Manager, Property Services empowers a skilled and resourceful team while providing leadership and expertise in completing all property acquisitions and functions effectively. By meeting the property needs of the ministry's transportation network, this role supports safe, efficient infrastructure while minimizing impacts on landowners' private lives and business operations. This position offers a unique opportunity to shape the future of the ministry's transportation network, all while working with an outstanding, collaborative team recognized as a 2024 Top Work unit in the BC Public Service.

Qualifications:
Education and Experience Requirements:
  • Bachelor's Degree in related discipline (i.e., business, commerce, public administration, geography, real estate,economics, planning, resource development or law) and a minimum of five (5) years related experience;OR
  • Diploma in related discipline (i.e., business, commerce, public administration, geography, real estate, economics,planning, resource development or law) plus seven (7) years related experience; OR
  • An equivalent combination of education and experience may be considered.

*Related Experience:
  • Experience in leadership and empowering staff through supervision/management.
  • Experience in public or private sector real estate property acquisition activities including negotiations, conflictmanagement, land transfers, tenures, development approvals or other work related to property interests.
  • Experience performing valuations and reviewing appraisal reports prepared by third parties; knowledge ofappraisal methodology, standards and principles including different approaches to value and highest and bestuse analysis.
  • Experience interpreting and working with government legislation, policies and procedures.
  • Experience managing projects with complex scope and size.
  • Experience interacting with and providing advice and counsel to executive level management.
  • Experience procuring and managing third-party consultant/contractor services.

Preference will be given to applicants with:
  • Current accreditation (or immediately eligible) in any one of the following certifications:

o AACI Accredited Appraiser Canadian Institute
o RI(BC) Professional member Real Estate Institute of British Columbia
o SRWA Senior Member International Right-of-Way Association

Preference may be given to applicants with:
  • Public sector or right-of-way experience in property acquisition or negotiations
  • Diploma in Urban Land Economics with Appraisal Option

This is a permanent opportunity based in Kamloops. Relocation expenses will be provided under applicable policy and threshold amounts.
Flexible work options are available; this position may be able to work from home a few days a week subject to an approved telework agreement.
