Job Description

Just HR ( a Horizon company) is leading the search for a Senior Manager, HSE on behalf of a global provider of workforce accommodation and services for large capital projects. Our client tailors their services to meet the specific needs and locations of clients, ensuring solutions align with precise specifications, including logistics, crew transfers, housekeeping, catering, and comprehensive HSE requirements. The Senior Manager, HSE will be responsible for the development, implementation, and maintenance of health, safety, environment, and quality systems across the organization, ensuring regulatory compliance, fostering a culture of safety and quality, and driving continuous improvement in HSE performance.

Responsibilities:

  • Provide leadership and support to HSE teams across all business units, promoting a culture of safety, environmental awareness, and quality excellence.
  • Develop and implement the corporate HSE strategy, policies, and procedures.
  • Develop, maintain, and execute a risk management framework to proactively identify and mitigate HSE risks.
  • Develop and maintain effective cross-divisional communications with project and associated company health, safety, regulatory, and environment personnel to ensure a coordinated and efficient corporate approach to program and service delivery.
  • Conduct regular audits and inspections to identify potential risks and ensure corrective actions are implemented.
  • Ensure compliance with all applicable health, safety, environmental, and quality regulations and standards.
  • Develop and implement key performance indicators (KPIs) to monitor HSE performance.
  • Ensure accurate and timely reporting of HSE incidents and near misses.
  • Develop and maintain emergency response plans and procedures.
  • Lead initiatives to drive continuous improvement in HSE processes and performance.
  • Act as the primary point of contact for all HSE-related matters within the organization.
  • Foster a continuous learning environment, promoting the development of HSE skills and knowledge across the organization.
  • Oversee the development and delivery of HSE training programs to ensure all managers, project teams, and HSE personnel are knowledgeable and competent in relevant practices and procedures.
  • Prepare regular reports on HSE performance for senior management, identifying trends, areas for improvement, and success stories.
  • Work closely with Operations Managers to ensure there is confidence and understanding of the HSE regulations, company systems, and appropriate knowledge to manage project HSE personnel.
  • Implement best practices and innovative solutions to enhance the effectiveness of HSE management systems.
  • Facilitate regular reviews and updates of HSE policies, procedures, and systems.
  • Build and maintain strong relationships with internal and external stakeholders, including regulatory bodies, clients, and industry groups.
  • Support the investigation and management of HSE incidents, ensuring root causes are identified and corrective actions are implemented.
  • Communicate HSE expectations and achievements to all levels of the organization.
  • Coordinate with relevant authorities and stakeholders during emergency situations.
  • Represent the organization in HSE-related discussions and negotiations.

Requirements:

  • Bachelor’s degree in Occupational Health and Safety, Environmental Science, Engineering, or a related field. Advanced degree preferred.
  • 5+ years in a senior management role.
  • Strong knowledge of HSE regulations, standards, and best practices.
  • Proven track record of successful HSE strategy development and implementation.
  • Substantial experience and demonstrated capability for influencing strategies, plans, programs, systems, and cultural change initiatives.
  • Demonstrated experience in report writing to a senior level.
  • Knowledge of the marine industry practices and processes.
  • Demonstrated knowledge of relationship management principles and practices.
  • Excellent leadership, communication, and interpersonal skills.
  • Strong analytical and problem-solving abilities.
  • Demonstrated capability to develop and nurture business relationships with industry leaders and stakeholders to identify their needs and act as their advocate in proactively communicating those needs and managing issues.
  • Proficiency in HSE management systems and software.
  • Additional safety designations and certifications such as CSP, NEBOSH, ISO 14001, MSEMS preferred.
  • Familiarity with ISO, SOLAS, MARPOL, COR, and ISM is an asset.
  • This position may require travel to various company sites and facilities – roughly 15 to 20%.
