Reporting to the Director, Clinical Solutions, the Senior Manager, Clinical Solutions is responsible and accountable to provide leadership to Clinical Solutions teams of a significant portfolio encompassing a large percentage of both the contract and staff operational budgets within Clinical Solutions. The Senior Manager communicates to facilitate consensus and works in collaboration with other managers in IMITS, partner organizations and across health authorities for designated services to support improved information sharing, and cost effectiveness across the integrated health enterprise and strategy implementation. Negotiates contracts with consultants and software vendors. The Senior Manager has overall accountability for the successful delivery of their portfolio operations and projects ensuring operational support levels are maintained, risk is minimized and mitigated, and the project deliverables are on time, within scope and on budget.

What you'll do
  • Oversees development of detailed project charters, plans, and objectives to ensure timelines and project deliverables are met. Reviews and approves the processes for turning over net new applications from project to operations and manages the application change management processes for Clinical Systems.
  • Supervises a team of managers, team leads and staff, establishing clear definitions of responsibility for each employee, reviewing workload assignments, and adjusting schedules according to workload to ensure levels meet operational requirements. Ensures all job descriptions within area of responsibility clarify and delineate position expectations for the area.
  • Evaluates individual and team performance in collaboration with appropriate internal stakeholders and peer staff. Fosters a positive working environment including seeking opportunities to reward and recognize team and individual contributions, listening to the team's concerns and enabling decision-making at the front line. Investigates work and staff issues and where necessary initiates disciplinary action up to and including termination. Participates in management of labour relations matters and approves essential services levels as necessary.
  • Negotiates and drafts contracts with consultants and software vendors to provide strategic software and/or services. Signs contracts within spending limit and makes recommendations for contract signing outside of spending limit. Negotiates with stakeholders and vendors on the team, timing and method for the delivery of strategy pieces.
  • Develops the annual operating budget for designated services and documents / justifies uplifts if required. Ensures adherence to the budget by performing duties such as monitoring expenditures and recommending remedial action and takes corrective action to ensure performance to plan. Ensuring any cost savings with vendors or charge back opportunities are taken.
  • Participates in capital project submission including providing budget and overall impact assessments.
  • Works with vendors and/or vendor representatives to manage relationship / partnership and ensures timely delivery of software enhancements, fixes, upgrades and service levels.

What you bring

Qualifications
  • A level of education, training, and experience equivalent to a degree in Computer Science or a related discipline, plus a minimum of seven (7) years of recent, related experience in a large , complex information systems application environment, including a minimum of five (5) years in a progressively responsible management role.
  • Knowledge of main-stream clinical & ancillary systems, and current techniques and application capabilities of a large-scale multi-site distributed computing environment. Demonstrated ability to effectively manage in a large and diverse environment. Strong interpersonal and leadership skills. Excellent communication skills including the ability to facilitate and persuade others. Ability to explain complicated technical issues in non-technical terms and in a non-technical manner. Customer focused with ability to facilitate and encourage cooperation between diverse operational groups and skill sets. Demonstrated ability to build and maintain effective relationships. Demonstrated analytical and problem-solving skills. Demonstrated ability to establish courses of action for self and others that are results-oriented. Proven experience managing a large team and substantial operating budgets.

  • Demonstrated knowledge and understanding of legislative obligations and provincial commitments found in the foundational documents - including Truth & Reconciliation Commission's Calls to Action (2015), In Plain Sight (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls Calls for Justice (2019), the Declaration Act Action Plan and Remembering Keegan: A First Nations Case Study - and how they intersect across the health care system.
  • Supports team members on their ongoing learning journey, ensuring education strategy for team/department to eradicate Indigenous-specific racism and discrimination and embed Indigenous Cultural Safety at a practical level.
  • Ensure integration of the legislative obligations and provincial commitments into policies, procedures and programs prior to engaging IH teams/departments.
  • Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC (2015) and BC's Declaration on the Rights of Indigenous Peoples Act (2019).
  • As a strong asset for consideration, we are looking for our successful candidate to have: Knowledge of social, economic, political and historical realities of settler colonialism on Indigenous Peoples and familiarity with addressing Indigenous-specific anti-racism, anti-racism and Indigenous Cultural Safety and foundational documents and legislative commitments (The Declaration Act, the Declaration Action Plan, TRC, IPS, Remembering Keegan, etc.).

Job Type: Regular, Full-Time

Salary Range: $116,591 - $167,600 /year. The starting salary for this position would be determined with consideration of the successful candidate's relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
