About the OpportunityThe City of Fort St. John is looking for a full-time Roads Manager to join our team in Fort St. John, B.C, on a 35hr work week.
Reporting to the Director of Public Works & Utilities, the Roads Manager oversees the construction, maintenance, and operations of the City's roads, stormwater infrastructure, and related assets. This role provides leadership and supervision to the roads crew, ensuring efficient planning, budgeting, and execution of projects while maintaining compliance with safety and regulatory standards.
Your primary responsibilities will include, but are not limited to:
- Planning, organizing, and managing road maintenance, construction, and operations, including sidewalks, traffic signals, drainage, and street lighting
- Overseeing snow removal, street cleaning, pothole repairs, grading, and dust control
- Developing and implementing policies, procedures, and multi-year plans to support the City's strategic priorities
- Managing staff performance, scheduling, training, and development in alignment with City policies and the Collective Agreement
- Assisting in budget preparation, financial forecasting, and approving invoices for materials and services
- Coordinating with consultants, contractors, and independent service providers on public works projects
- Ensuring compliance with provincial and federal regulations, as well as workplace safety standards
- Preparing reports, recommendations, and presentations for senior management and City Council as required
- Responding to public and stakeholder inquiries related to road maintenance and operations
- Supporting asset management initiatives through data capture, analysis, and financial planning
- Participating in emergency response planning and activities within the City’s Emergency Operations Centre
To qualify, you will need a degree or diploma in Civil Engineering, Business Administration, Applied Science, or Public Administration (or an equivalent combination of education and experience in public works design and/or road construction and maintenance). A minimum of 5 years of supervisory experience in municipal infrastructure maintenance and repair, specializing in roads, will also be essential. A valid BC Class 5 driver's license along with clean abstract is required.
Additionally, the following skills and background will be highly valued:
- Experience leading teams in a unionized environment
- Strong project management and crew supervision abilities
- Thorough knowledge of public works operations, including heavy equipment, roadway maintenance, stormwater drainage, traffic signals, and street lighting
- Budgeting and financial planning expertise
- Proficiency with technical computer applications, including MS Office and software related to public works and municipal operations
