POSITION SUMMARY
The Project Management Office (PMO) Director will establish and sustain a comprehensive Project Management framework for Westbank First Nation (WFN). In this role, the PMO Director will provide leadership and oversight, ensuring that project management best practices and standardized processes are effectively implemented and consistently followed across the organization
The PMO Director provides expertise to departments to increase their project management capacity and competency, working collaboratively to ensure the organization understands and applies PMO best practices. The PMO Director is responsible for creating and regularly reviewing PMO processes, tools, templates, documents, and guidelines to ensure continuous improvement based on feedback and results. The PMO Director will work with Finance and other WFN departments in the capital project planning process, supporting the prioritization of projects and informing the annual capital budget.
This role serves as a subject matter expert and key resource for all matters related to project management across WFN.
EDUCATION/EXPERIENCE
- Bachelor’s degree in a relevant discipline
- Certification as a Project Management Professional (PMP, CMP, or equivalent)
- 5-7 years’ experience in planning and coordinating capital programs and projects, frameworks, and budgetplanning processes, with a track record of managing successful capital projects
- Extensive knowledge of local government planning processes related to capital projects and the annualcapital budgets
- 5-7 years’ experience as a leader with success in building collaborative relationships
- An equivalent combination of education, training, and experience may be considered

- Maintains an elevated level of confidentiality and uses discretion on all matters relang to the affairs of the Westbank First Nation
- Criminal Record Check with results acceptable to WFN
JOB DUTIES/RESPONSIBILITIES
- Lead the establishment and implementation of a Project Management Office (PMO) within the WFN government, including the development of standardized project management processes, frameworks, and tools
- Collaborate with department heads to ensure alignment of project goals with organizational priorities and provide guidance on project selection, resource allocation, and risk management
- Oversee the continuous evaluation and improvement of PMO practices, ensuring consistent delivery of projects on time, within budget, and according to scope
- Lead projects from planning to execution, working across WFN to define project scope, timelines, budgets, resource allocation, schedules, deliverables, and goals in collaboration with internal stakeholders
- Work with subject matter experts (SMEs) across WFN to define the scope of new projects, set goals, develop project plans, and support SMEs responsible for delivering the projects
- Support the annual capital planning cycle by collaborating with the Senior Leadership Team, reviewing and validating project scope documents, cost estimates, and project schedules
- Facilitate discussions across WFN to support the prioritization of projects identified in the annual capital plan
- Contribute to planning the allocation of resources, finalizing project governance structures, and determining which projects may be managed by external resources
- Coordinate project teams to ensure productive and efficient collaboration
- Provide organizational leadership in identifying grant opportunities and work with the Funding Department to determine available grants to support projects
- Focus on continuous improvement by reviewing the annual capital planning process, completing post-project reviews, seeking feedback regarding templates, guidelines, and tools, and implementing changes based on project feedback
- Ensure employees are adequately trained on PMO processes, tools, and systems, and facilitate ongoing training for WFN staff, serving as a mentor for less-experienced staff to enhance their project management capabilities
- Provide on-demand expertise, templates, best practices, and access to information about other projects
- Prepare reporting for the Senior Leadership Team and Council, delivering clear and concise reports with recommendations based on relevant factors
- Track project progress and budgets, conduct regular project reviews with management, and analyze project metrics
- Monitor projects for safety compliance and quality assurance, compile evaluations, and report on project progress and results
- Coordinate the flow of information among WFN departments, contractors, and locations, and schedule installations
- Ensure accurate and timely production of purchase orders, subcontracts, equipment, insurance, and permits
- Resolve issues with subcontractors, suppliers, and employees as needed
- Perform all duties and responsibilities in accordance with WFN policies, standards, and procedures, as assigned by the Director of Operations

- Strong knowledge and experience in the development, coordination, implementation, and ongoing evaluation of project management tools and methodologies

- Develops and maintains trust by providing professional expertise in an objective manner while working closely with the Senior Leadership Team and collaborating with other employees involved in project planning and delivery

- Extensive experience in organizing, managing, and executing multiple projects simultaneously while ensuring effective multitasking and prioritization
- Demonstrates exceptional communication skills by tailoring both verbal and written messaging to engage and inform diverse stakeholders effectively
- Advanced proficiency with project management tools, including MS Project, to streamline project planning, execution, and tracking
- In-depth understanding and application of established project management methodologies, ensuring alignment with industry best practices
- Adept at solving complex problems and making sound decisions under pressure, ensuring optimal outcomes in challenging situations
- Strong analytical skills in identifying, evaluating, and mitigating risks, while seizing opportunities to drive project success
- Upholds confidentiality and professionalism in all interactions, fostering trust and respect in cross-functional collaborations.
- Working knowledge of the history of colonization in Canada and its ongoing impact on modern issues affecting Indigenous Peoples
- Familiarity with communicating with Indigenous Peoples, demonstrating sensitivity, empathy, and awareness of how language choices can influence and impact conversations
