Job Summary

The Team
The Office of the Indigenous Child Welfare Director (ICWD) is a new division in the Ministry of Children and Family Development set up to shift and improve BC's child welfare system and create changes that align with Indigenous rights, laws, and priorities as part of a joint jurisdiction model of service delivery. The division will provide leadership and advice for services to First Nations, Métis, and Inuit families delivered under the Child, Family and Community Service Act (CFCSA) and directly support the implementation of Indigenous jurisdiction.

The Role (BAND 4 - Director, Aboriginal Policy and Practice Requisition 119257 )

Reporting to the Assistant Deputy Minister (ADM) / Indigenous Child Welfare Director, the Director leads and directly oversees the integration of the Aboriginal Policy and Practice (APP) across ministry services and business areas, with specific accountabilities in the areas of provincial and service delivery approaches.

The Director provides strategic leadership and direction, through the Provincial Initiatives team and the Service Delivery Support team, to support the ministry's service plan goals and objectives for overall systemic change and transformation to improve outcomes for Indigenous children, youth, and families. The Director ensures the Aboriginal Policy and Practice (APP) branch staff partner with ministry staff in the development of reconciliation plans to meet government's overall commitment to reconciliation with Indigenous Peoples. The Director is also responsible for overseeing the administration of the Aboriginal Service Innovation programs, specifically Child Safety and Permanence, and Indigenous Early Years and Indigenous Early Years Services.

The Role (BAND 5 - Executive Director, ICFSA Operations Requisition 119072 )

Reporting to the Assistant Deputy Minister (ADM)/Indigenous Child Welfare Director (ICWD), the Executive Director, ICFSA Operations is a member of the divisional executive team. The position is responsible for supporting Indigenous Child and Family Service Agencies (ICFSA) in BC and ensuring that child welfare services delivered by the ICFSAs and MCFD are operationally aligned and seamless. The position is also responsible for leading Indigenous child welfare policy and practice.

The Role (BAND 6 - Associate Indigenous Child Welfare Director Requisition 119181 )

The Associate Indigenous Child Welfare Director (AICWD) reports to the Assistant Deputy Minister/Indigenous Child Welfare Director. The Indigenous Child Welfare Director is the central position of legal authority and accountability for child welfare services in BC. They are designated by the Minister under the CFCSA to be legally accountable for all Indigenous child welfare services under that legislation.

The AICWD supports this work by providing strategic advice to the ADM/ICWD, Ministry Designated Directors, Executive Leaders of Indigenous Child and Family Service Agencies (ICFSAs), MCFD's Minister and Deputy Minister, and other Executive Leaders inside and outside the Public Service. These topics will include policies, practices and issues relating to child welfare practice, delegation of authority, advice/consultation on complex matters involving Indigenous children, youth and families and direction and advice on complex child welfare systemic matters.
