Job Description
The Land Title and Survey Authority of British Columbia (LTSA) is a statutory corporation responsible for the operation of BC’s land title and survey systems. As a public body under the Freedom of Information and Protection of Privacy Act (FIPPA), LTSA has specific accountabilities to the public related to access to information and protection of privacy rights of individuals.
The Policy & Legal Services Department within LTSA is responsible for providing legal, program analysis, policy, records and information management services to LTSA and its subsidiaries, including services related to FOI, privacy management, and Ombudsman liaison.
What you'll do:
Reporting to the General Counsel & Privacy Officer, the Privacy & Policy Analyst is responsible for implementing LTSA’s Privacy Management Program including administering and advising on LTSA’s access to information and privacy protection practices. The role is also responsible for overseeing inquiries from the Office of the Ombudsperson, Office of the Information and Privacy Commissioner, and providing general policy support to the Policy & Legal Services Department. The position interacts with LTSA’s CEO and senior management, exercising considerable discretion and providing advice on sensitive and complex information and privacy matters.
Key Responsibilities and Accountabilities:
With oversight by the Privacy Officer,
1. Manages access to information for LTSA
- Administers and manages all aspects of Freedom of Information (FOI) requests received by LTSA to ensure compliance with FIPPA, including:
- Liaises with staff to ensure responsive records are collected.
- Liaises with applicants to clarify requests, verify authorization, resolve issues, and otherwise facilitate the timely processing of requests.
- Completes careful reviews of records to ensure all disclosure considerations are identified and responses are issued in compliance with FIPPA
- Prepares fee estimates, notifications to third parties and time extensions, as appropriate.
- Leads resolution of requests for review by the Office of the Information and Privacy Commissioner (OIPC), including leading communications and preparing all review materials and background information.
- Ensures LTSA’s policies and public resources continue to reflect FIPPA best practices.
- Assesses the sensitivity of requested records and reports regularly to the Privacy Officer on progress and significant issues.
2. Manages and advises on LTSA’s privacy protection practices
- Reviews and advises on Privacy Impact Assessments (PIAs) for all LTSA departments. Includes significant and complex initiatives such as those addressing LTSA’s statutory services, operational needs and significant software and IT implementations.
- Maintains a current knowledge of relevant privacy statutes and regulations, including primarily FIPPA but also other provincial and federal laws as necessary.
- Keeps up-to-date with privacy protection best practices.
- Provides advice to all levels of staff, both LTSA and its corporate subsidiaries, on matters of collection, use, and disclosure of personal information (e.g. collection practices and notices).
- Completes periodic audits in accordance with LTSA’s Primacy Management Program, including reviews of corporate polices, practices and training materials to ensure compliance.
- Investigates reported privacy breaches and provides advice on breach prevention.
- May participate in reviewing information sharing or other agreements that contain privacy protection provisions.
- Serves as back-up for the Privacy Officer as necessary.
- Maintains a high level of confidentiality and security in all aspects of work.
3. Provides privacy and general policy support:
- Oversees and administers requests for information and resolution of complaints received from the Ombudsperson Office including: liaising with staff to collect responsive records, reviewing records, preparing responsive materials and leading communications through to resolution.
- Provides general policy support to LTSA’s statutory program areas (e.g. land titles, surveyor general) related to specific program area needs, primarily in relation to tracking ongoing litigation, insurance reporting, requests from third parties, and action item resolution.

Education and Experience
- Degree majoring in Information Management, Public Administration or a related area, or an equivalent combination of education, experience and training.
- Considerable experience (3+ years) working in a privacy management role, including direct experience administering FOI requests, advising on Privacy Impact Assessments, and delivering privacy advice.
- Experience communicating with varied audiences, including senior level staff and external organizations such as the Province, regulators, and the public.
- Experience providing policy support to a legal program area preferred.
- Completion of an Information Access and/or Privacy Professional Certificate Program (i.e. CIPP/C, CIPM or other related IAPP certification(s)) an asset.
- Experience with land titles or conveyancing an asset.
Knowledge, Skills and Abilities:
- Strong working knowledge the Freedom of Information and Protection of Privacy Act.
- Working knowledge of other provincial and federal privacy laws (e.g. PIPA, PIPEDA, GDPR)
- Excellent interpersonal and communication skills (oral and written). LTSA may request a writing sample.
- Proven ability to recognize sensitive or confidential matters and to exercise appropriate tact and discretion in handling such matters.
- Proven ability to manage a varied caseload with competing priorities and deadlines.
- Strong ability to prepare clear and concise reports, memoranda or briefings to relay information and advice
- Self-motivated and driven to deliver exceptional results and drive practical solutions.
- Ability to work independently as well as part of a team.
