Provincial Clinical Trials Office

The Officer, Budget development and Contracts reports to the Manager, Provincial Clinical Trials Office and Finance Administrator. The Officer is responsible for reviewing and negotiating cooperative research, industry-sponsored, investigator-initiated clinical trials and grant-related budget proposals. The Officer leads the analysis and documentation of business requirements to support clinical trials agreements and budgets for the Provincial Clinical Trials Office. Collaborates with stakeholders such as Investigators, Managers, Administrator, Nurses, Coordinators, Technicians, and Pharmacists to develop business processes and contribute to strategic planning. The Officer is responsible for updating the project team, and internal and external stakeholders on project progress. Assists team members with analyzing and generating finance and contract performance reports.

What you'll do
  • Assist with drafting and negotiating budgets required for both industry and cooperative clinical trials/research in collaboration with Investigators and the study team. Works closely with researchers and clinicians to determine sustainability of clinical trial studies, as well as identification of all potential encumbrances based on negotiated budget. Monitors budget negotiation process to ensure timelines and communicates with PIs and study team to report on progress.
  • Use industry benchmarking pricing tool(s), fair market values, and internal historical data to create base clinical study budgets.
  • Maintain database of information related to pricing that includes standard of care, benchmarking data, and fair market value figures based on negotiations and approved budget, and clinical trials agreements.
  • Ensure that per patient and site budgets are in compliance with corporate processes, guidelines, and strategies.
  • Assist with the reviews of trials templates built and entered on the Clinical Trials Management Systems (CTMS) as needed to ensure compliance with negotiated and executed budget.

What you bring
  • A Bachelor's degree in Science, Business or Arts.
  • Two (2) to four (4) years of experience in a clinical trials research environment, or budget and contract development, or an equivalent combination of education, training and experience.

  • Effective and proven written and oral communication skills with an excellent analytic ability. Strong interpersonal skills.
  • Ability to simultaneously manage a diverse range of complex projects and activities while working under pressure to meet deadlines.
  • Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC (2015) and BC's Declaration on the Rights of Indigenous Peoples Act (2019).
  • Knowledge of social, economic, political and historical realities impacting indigenous communities and familiarity with Indigenous Cultural Safety and anti-racism and accompanying reports (BC DRIPA, TRC, etc.).

Job Type: Regular, Full-Time Opportunity
Salary Range: $67,861 - $97,550/year.
The starting salary for this position would be determined with consideration of the successful candidate's relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
