In accordance with the Mission, Vision, Values and strategic direction of PHSA safety, including both patient and employee safety, is a priority and a responsibility shared by everyone at PHSA's Agencies/ Divisions/Services, and as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position. The Director, Finance & Administration, Medical Affairs & Operations reports to the Senior Director, Medical Affairs and Operations, is accountable for the overall financial operations and administration of BC Children's & Women's (C&W) medical administration portfolio which includes medical staff (i.e., physicians, dentists, nurse practitioners, etc.). The Director oversees the promotion and consistent application of medical administration practices for C&W programs, ensures compliance with the contracting and funding policies, bylaws and guidelines set out by PHSA and oversees administration of C&W medical staff clinical and medical administrative compensation and expense budgets. The Director plans financial strategies related to medical staff resource planning and engagement, negotiates contracts and service agreements, develops, and implements C&W policies and plans and leads change management strategies. In collaboration with C&W executive leadership, the Director writes business plans, funding applications, and briefing notes for senior leadership and provides leadership and direction in establishing strategic goals and mobilizing resources to improve planning and operational processes relating to medical staff administration. Provides leadership, guidance, and direction to staff; hires and supervises staff; evaluates team and employee performance; and effectively manages human and fiscal resources.

What you'll do
  • Co-develops and implements an annual operating plan that incorporates the strategic, operational, human resource, change management and fiscal goals for the medical administration portfolio at C&W.
  • Provides expert advice and consultation to C&W executive leadership and senior medical and operations leadership regarding the complex financial and administration issues and C&W, PHSA and MoH agreements, medical staff rules and bylaws, terms and conditions, policies and processes that form the financial and policy framework of medical administration.
  • Oversees development and ongoing portfolio-level management of the C&W physician Alternative Payment Plans (APP) and operating funded compensation and expense budgets, including clinical and medical leadership compensation. Regularly analyzes budget variances and provides regular forecasts to C&W Executive on medical staff human resource and contract changes along with budget utilization to support resource allocation decisions. Recommends corrective actions to ensure budget compliance.
  • Assesses plans for clinical service delivery to link to budget allocations, medical staff resource planning, workload reporting, and MoH funding applications. Co-plans physician resource allocations.
  • In collaboration with the Senior Director, Medical Affairs and Operations, negotiates with C&W physicians to generate C&W specific contract agreements, consistent with PHSA, UBC and MoH policies and agreements. Signs contracts and approves payments on behalf of the Senior Director, Medical Affairs and Operations.
  • Develops medical leadership role descriptions and performance evaluation frameworks and collaborates with the Senior Director, Medical Affairs and Operations and Medical/Dental Staff Association to promote medical leader training and development, succession planning and physician engagement strategies.
  • Writes and disseminates communication materials to regularly update medical/dental staff on medica administration matters that pertain to them.
  • Leads and directs processes related to physician onboarding, privileging, orientation, timekeeping, service hours and encounter reporting, annual reappointments, contract/salary agreement documentation, and compensation and expenses management.
  • Conducts regular process audits and participates in PHSA internal audits to ensure all C&W, PHSA and MoH requirements are met, and for developing action plans and taking remedial action as necessary.
  • Provides leadership, supervision, guidance, and direction to staff. Hires and mentors staff; fosters a positive working environment and facilitates resolutions to work issues, clarifies roles and outlines expectations; evaluates individual and team performance including conducting performance reviews; and. initiates disciplinary action and termination where necessary.
  • Participates as part of C&W committees in matters relating to medical/dental staff compensation and administrative matters. Represents C&W and provides input to PHSA/other health authority committees and project steering committees to continually improve medical administration strategies and approaches.

What you bring

Qualifications
  • A level of education, training, and experience equivalent to a to a professional accounting designation (CMA, CGA, or CA) or Master's Degree in Business Administration, plus seven (7) to ten (10) years recent, related healthcare experience with emphasis on human resource and financial management, and significant experience/knowledge of the complexities of physician relations and physician administration. Proven operations management experience.
  • Superior analytical skills including the ability to comprehend, analyze, and resolve complex issues and present information in concise meaningful ways. Highly developed business writing and verbal communication skills. Ability to facilitate and encourage cooperation between diverse operational groups and skill sets, to work collaboratively to problem-solve and design and implement solutions, and strong negotiation skills to influence others, both internal and external to the organization at various levels. Ability to provide strategic direction and to analyze/resolve problems from a global perspective. Proven ability to effectively manage fiscal resources. Demonstrated ability to use database, spreadsheet and word processing software at an advanced level.
  • Demonstrated ability to exercise tact, good judgment and initiative. Demonstrated ability to manage, mentor and engage staff.

  • Demonstrated knowledge and understanding of legislative obligations and provincial commitments found in the foundational documents - including Truth & Reconciliation Commission's Calls to Action (2015), In Plain Sight (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls Calls for Justice (2019), the Declaration Act Action Plan and Remembering Keegan: A First Nations Case Study - and how they intersect across the health care system.
  • Models and supports full team commitment to Indigenous-specific anti-racism, anti-racism and Indigenous Cultural Safety including oversight and commitment to education strategy.
  • Collaborates with peers to ensure Indigenous-specific Anti-racism and ICSH are applied holistically through department as whole.
  • Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC (2015) and BC's Declaration on the Rights of Indigenous Peoples Act (2019).

Job Type: Regular, Full-Time

Salary Range: $116,591 - $167,600 /year. The starting salary for this position would be determined with consideration of the successful candidate's relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
