Job Summary
The Team
The Negotiations and Regional Operations Division (NROD) is responsible for negotiating and implementing major reconciliation agreements with First Nations in BC. Agreements include treaty, incremental treaty agreements, comprehensive reconciliation agreements, consultation and revenue sharing agreements, and others. Agreements are negotiated in collaboration with First Nations, provincial agencies, and the federal government. Agreements focus on natural resource matters and may also include social sector areas. Consultation and engagement with a number of interested parties is an important part of the negotiation process. To do this work, the division is comprised of staff who are dedicated to advancing rights, recognition, government priorities and reconciliation through meaningful relationships with First Nations and Indigenous Peoples. NROD has negotiation teams in Victoria and eight regional offices. Teams are organized by geographic area under the guidance of Chief Negotiators.
The North Area team fosters partnerships with over 50 First Nations in Northern British Columbia under one Chief Negotiator. The Coast Area team fosters partnerships with over 102 First Nations and with this posting will now have two Coast Chief Negotiators.
The Role
The Chief Negotiator plays a pivotal leadership role within the Negotiations and Regional Operations Division, driving transformative outcomes in negotiations and agreements with First Nations. This role involves co-developing innovative, long-term agreements that support reconciliation, self-determination, and economic independence. The Chief Negotiator contributes to implementing the Declaration on the Rights of Indigenous Peoples Act by shaping government-wide approaches to decision-making agreements with Indigenous governing bodies. Through collaboration with ministries, governments, and industry, the Chief Negotiator fosters improved relationships and unified negotiation processes while promoting employee empowerment and engagement across the division.

Qualifications:
Education and Experience Requirements
- Master's degree in Indigenous studies, natural resource management, law, business or public administration, or related field.
- An equivalent combination of education and recent experience may also be considered (within last 10 years) related to senior leadership experience*.
- A minimum of 5 years of senior executive leadership experience leading and empowering multi-disciplinary teams in complex multi-party negotiations/projects or major program shifts.
*Recent related senior leadership experience must include all of the following:
- Progressive leadership experience producing consistent results (negotiations, change management, workplace culture, portfolio management) over the last ten (10) years.
- Extensive experience leading complex, multi-party negotiations with First Nations, all levels of government, industry, the public and other interested parties in British Columbia in the context of planning, negotiations, consultation and facilitation of land and resource development.
- Extensive experience interpreting and navigating the current social, policy and legal context surrounding Indigenous self-determination and reconciliation in British Columbia.
- Extensive experience building and maintaining relationships with First Nations in British Columbia.
- Extensive experience providing strategic advice to Ministers, Deputy Ministers, ADMs, senior government officials (or private sector equivalent) on project/negotiations status.
Preference may be given to candidates with one or more of the following:
- Applicants who self-identify as Indigenous (First Nations, Metis or Inuit) and meet the education and experience requirements.
- Candidates who have worked in the Public Service (Provincial, BC Provincial Government, Federal, Municipal or First Nations) working with Indigenous Peoples in British Columbia.
- Applicants who reside in the North or respective geographic area of the Province.
Provisos
- Must possess at minimum a valid BC Class 5 Driver's Licence.
- Must be willing and able to travel frequently particularly in the respective geographic area of the Province to meet job requirements.
