About the BCLDB:

The BC Liquor Distribution Branch (LDB) is one of two branches of government that provide oversight for the beverage alcohol and non-medical cannabis industries in the province. The LDB is responsible for the wholesale distribution of liquor and cannabis and operates the retail brands BCLIQUOR and BC Cannabis Stores.

In Human Resources (HR), we support a large, distributed organization with a range of services from our Talent & Compensation, Organizational Development & Change, Employee Relations and Investigations, and Organizational Health and Safety teams. About this role:

The Director, Talent and Compensation is a key position in a well-established and respected organization. This position is a crucial component of the Human Resources Division responsible for overseeing the organizational design, job evaluation and classification, recruitment and retention, compensation, leaves and benefits, and HR data analytics, as well as HR process improvement/operational strategic projects and head office reception services in a large organization across the Province of British Columbia.

The Director is a solutions specialist with demonstrated talent in the areas of communication, analytical and critical thinking skills; and the ability to apply good judgement to complex situations to achieve effective and efficient resolution. The Director comes with the right attitude to build relationships with staff, clients and all stakeholders to create an environment with a high level of collaboration and customer centricity. The Director provides leadership to meet organizational goals through advising and directing senior LDB management on a wide range of organization design, recruitment and compensation matters including the interpretation and administration of collective bargaining agreements as well as managing in a unionized environment.

The Director leads, develops, coaches, mentors and directs a team of employees comprising of unionized and excluded management positions. The Director is accountable for all services and programs under the Talent and Compensation division in Human Resources.

Special requirements and working conditions include the ability to travel overnight within the Province of British Columbia. A successful completion of a criminal record check is required.

Position requirements:

Education and Experience:

Degree or diploma in human resources, business administration or related discipline with 5 years of recent, related experience*.

*Recent, related experience must have occurred within the last 7 years and include the following:
  • Experience providing leadership and developing staff, including performance management.
  • Experience overseeing end to end recruitment in an organization with a formalized recruitment process subject to external audit.
  • Experience providing organizational design, job evaluation and classification, compensation and pay processing services to client group(s).

Preference may be given to candidates with any of the following experience:
  • Experience with a Human Resource Information System, PeopleSoft preferred.
  • Experience in a unionized environment, including experience interpreting collective agreements and providing consultative advice to human resource practitioners, managers etc.
  • Experience directing recruitment and compensation data collection and reporting functions, to produce and provide relevant data to drive business results.
  • Demonstrated experience in leading business transformation, process improvement, and change management initiatives.
