About the BCLDB:

The BC Liquor Distribution Branch (LDB) is one of two branches of government that provide oversight for the beverage alcohol and non-medical cannabis industries in the province. The LDB is responsible for the wholesale distribution of liquor and cannabis and operates the retail brands BCLIQUOR and BC Cannabis Stores.

The LDB is committed to government's goals of making life better for people in B.C., improving services, and ensuring a sustainable province for future generations. Finance is separated into five work groups (Finance Corporate, Finance Wholesale, Regulatory and Compliance, Finance Retail, and Shared Services) and provides financial services to all LDB departments. The Finance division provides financial reporting, advisory services, budgeting, capital asset reporting, and financial transactional processing (banking, accounting payable, accounts receivable). Finance is responsible for the LDB's enterprise risk management program and oversees regulatory compliance for BC liquor manufacturers/warehouses.

About this role:

Reporting to the Director, Finance Retail, the Senior Manager, Planning and Forecasting leads, manages and is accountable for fulfilling all aspects of the Liquor Retail Division's financial reporting, budgeting and forecasting to ensure timeliness and accurate collection and presentation of financial information. The senior manager also provides financial advisory service to assist the retail division in variance analysis, impact assessment and financial issue management.

The Senior Manager works in close collaboration with Retail division managers and leads a team of senior financial analysts and a budget analyst. The senior manager is also accountable for contributing to the achievement of the Finance department's service target.

The Senior Manager is a key member of LDB's Finance department and the Finance Retail group and applies professional-level expertise in financial accounting, reporting, budgeting and forecasting to ensure Retail division financial systems and reports provide value and are consistent with objective accounting standards. The challenge is to ensure close alignment between the financial advisory services and the operational requirements of the Retail division's management team.

Position requirements:

Education and Experience:
  • Canadian professional accounting (CPA) designation and a membership in good standing. Note: If your designation was obtained from outside of Canada, you will need to confirm it has been assessed for equivalency through an applicable Canadian Accounting Association.
  • A minimum of 3 years of recent, related experience*.

*Recent, related experience must be within the last 5 years and include the following:
  • Experience supervising three (3) or more employees in financial and administrative roles, preferably within a unionized environment.
  • Leading financial reporting, planning, budgeting and forecasting for a line of business.
  • Leading and managing the provision of financial advice and recommendations to improve financial performance.
  • Successfully leading significant change initiatives which improve the alignment of financial advice and services with the business requirements of internal client groups (please provide specific examples in your resume).

**Preference may be given to candidates with related experience in a large retail environment (defined as, > 500 employees or > $30 million in revenue or >$15 million in capital).

About BC Liquor Distribution Branch

In British Columbia, there are two branches of government that have responsibility for the liquor industry: the Liquor Control and Licensing Branch (LCLB) and the Liquor Distribution Branch (LDB). Both of these branches currently report to the Ministry of Public Safety and Solicitor General. The LCLB issues licences for making and selling liquor and supervises the service of liquor in licensed establishments.
