Reporting to the Advisor, Payroll Accounting and Benefits, the Analyst, Payroll Accounting and Benefits is responsible for providing a standardized and strategic approach to the accounting and benefits administered by BCCSS. This includes reviewing and analyzing work functions and processes to ensure due diligence, accuracy and timeliness of benefits related remittances and reports. This position will initiate, develop and maintain financial analysis to support the financial reporting from the Payroll systems. Reports and analysis prepared by the Analyst are used by members of the leadership team, Finance, as well as MOH.

Job Type: Regular, Full-Time
Salary Range: $67,861 - $97,550 /year. The starting salary for this position would be determined with consideration of the successful candidate's relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.

Reporting to the Advisor, Payroll Accounting and Benefits, the Analyst, Payroll Accounting and Benefits is responsible for providing a standardized and strategic approach to the accounting and benefits administered by BCCSS. This includes reviewing and analyzing work functions and processes to ensure due diligence, accuracy and timeliness of benefits related remittances and reports. This position will initiate, develop and maintain financial analysis to support the financial reporting from the Payroll systems. What you'll do
- Ensures payroll remittance and reporting functions are processed timely and accurately ensuring all discipline functions are met.
- Applies leadership skills to improve efficiency and accomplish operational and workflow objectives.
- Identifies errors for correction, and ensure proper documentations are in place, including planning and training to mitigate issues and concerns.
- Responsible for the overall documentation and standardization of benefits processes, coordinating with other functional teams to identify opportunities to drive process improvements and cost saving measures. while staying up to date on all company policies, collective agreements and government standards.
- Coaches staff, assigns, and reviews work plans; identifies training needs and promotes staff development and continuing learning. Provides input into the hiring and evaluation of staff.
- Manages the calendar of activities in Accounting & Benefits in conjunction with the Advisor, liaising benefit and deduction rate changes, and is involved in user acceptance testing.
- Provides specific data analysis, interpretation, and reporting to various stakeholders such as Finance, MOH, WCB, Statistics Canada and Revenue Canada, and the Ministry of Health. Develops and generates complex reports extracting data from multiple systems and databases to guide operational decision-making and to meet accountability requirements.
- Ensures accuracy for the financial reporting generated by payroll systems. Provides financial period reporting, analysis and reconciliations to the Finance Department covered by BCCSS. Provides support and insight into labour trends, benefit analysis and forecasting to the Finance departments.
- Identifies new initiatives, partnership opportunities and new developments in area of responsibility through literature review, contact with peers at other organizations, industry advisor groups, professional associations and attendance at seminars, workshops and education programs. Makes recommendations to streamline and standardize processes to Advisor for evaluation and approval and participates in implementing approved initiatives.
- Manages and handles payroll-related projects as assigned.
What you bring
Qualifications
- A level of education, training and experience equivalent to a Bachelor's degree, in a relevant discipline and completion of the Payroll PCP or CPM, or a Professional accounting designation (CMA, CGA, or CA), plus five (5) years of recent related Payroll experience, including supervisory experience, or an equivalent combination of education, training and experience.
- Knowledge of the CICA Handbook and applicable CRA requirements. Ability to lead business process improvement and systems development. Demonstrated customer services and interpersonal skills. Ability to work independently and as part of a team. Excellent communication skills including the ability to negotiate and persuade others. Excellent staff supervisory skills including the ability to deal effectively with all levels. Demonstrated analytical and problem-solving skills. Excellent organizational skills including the ability to prioritize workload to meet deadlines. Demonstrated ability to work in a multi Payroll environment with complex reporting and tight deadlines. Strong computer and financial application skills including demonstrated ability to productively use spreadsheet, word processing, presentation and database applications. Physical ability to perform the duties of the job.
